Development has always been a very important issue in our nation. It is an issue that captures the attention of every individual in the government, and Non-Government Organizations.

However, not all Development projects are successful. Some flourish and survive while others simply fail. There are instances that this development becomes a primary factor that contributes to the dependency of the people. 

In the course of many years of helping and empowering those in need, the University of Negros Occidental – Recoletos believes that the concept of development is meaningless unless it is contextualized in the lives, experiences and aspirations of the great masses of the people. 

Development, to be meaningful, must touch their lives and give them hope. It must start from where they are and on what they have, and must be geared towards their continuing capability building, empowerment and self-reliance. This people-centered development must have a genuine people orientation coupled with a method of work that relies heavily on their own potentials.

Thus, development programs implemented by the University Community Development Office always sees to it that all the programs and services it renders are deeply rooted on values, are people-centered and communities become concerned citizens. The faculty and students involved in this development effort become agents of change. UCDO always involves the active participation of the people in the community in planning and implementation of its projects.
