06 The University sponsored the Seminar-workshop on contemporary developments in International Humanitarian Law in the Philippines, June 14-15, 2018 at the President’s Hall.   The activity was organized by the Institute of International Legal Studies, UP Law Center in cooperation with the International Committee of the Red Cross- Manila and UNO-Recoletos. Atty. Marwil Llasos, Law Reform Specialist, IILS-UP Law Center, gave the overview and Leveling of Expectations.  The speakers and their topics for day 1 were Atty. Modesta Apesa Chungalao, Legislative Lawyer, Office of the Senate President (Introduction to International Humanitarian Law –Principles and Protections during armed conflicts); Atty. Evecar Cruz-Ferrer, Legal Adviser, International Committee of the Red Cross –Manila (Nuclear Weapons and IHL);  Atty. Gilbert Andres, Deputy Executive Director, Center for International Law (Centerlaw) and Chairperson of Advocates for Freedom of Expression Coalition– Southeast Asia (Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) Legal status and implementation);  Atty. Romel Regalado Bagaras, Executive Director, Center for International law and member of the Philippine Coalition for the International Criminal Court (PCICC), (International Humanitarian Law and Human Rights Law Convergence and Divergence);  Atty. Llasos (The Law Against Torture);  and  Atty. Monalisa Barro, legal Officer, ICRC-Manila (Role of ICRC in implementing IHL). The second day speakers were Atty. Andre Palacios, Chairman, IBP–International Law and International Affairs Committee, and Lecturer, UP College of Law (The Rome Statue of the International Criminal Court, Individual Criminal responsibility for violations of IHL and Human Rights); Prof. Edgardo Carlo Vistan (Combating Impunity in the Philippines: on RA 9851, salient features and pending legal issues). Atty. Vistan also facilitated the workshop and case study sessions.
